The passport is the most common international travel document that citizens of a country must present when leaving for other countries and when entering their home country. Vietnamese passports are issued to all Vietnamese citizens except in some cases prescribed by Law. So the need for a passport can range from adults to children, even infants. In this article, we will inform you about the procedure for issuing passports for children under 14 years old.

1. Can passports for children under 14 years old be issued online?

Previously, if a child under 14 years old wanted to apply for a passport, the child's parents or legal guardians had to take the child to the Commune/Ward Police to fill out a declaration form and sign a confirmation. Currently, the National Public Service Portal has allowed children under 14 years old to get a passport online. Accordingly, the child's parents or legal guardian only need to fill out the declaration, sign, and submit the application via the Public Service Portal account. This allows parents who want to apply for a passport for their children to be more proactive in their time because the procedure has been integrated into a digital platform.

2. What are the procedures for issuing passports for children under 14 years old?

Just like the first-time passport application procedure for people over 14 years old, the first-time passport application procedure for children under 14 years old can also be done through 2 forms: online and in person.

2.1. Submit online application

2.1.1. Dossier components
  • Parents or legal guardians need to prepare 01 soft copy 4x6 photo for the child. Photos must meet the following standards:
    • Recently taken photos (no more than 6 months);
    • Image ratio: width x length = 4 x 6;
    • The ratio of the face area accounts for about 75% of the image area;
    • The height from the eye to the top edge of the photo is approximately 2/3 of the height from the eye to the bottom edge of the photo;
    • Face looking straight, exposed ears, bare head, no glasses;
    • White background;
    • Minimum resolution 300dpi;
    • Image type .jpg, size < 2MB;

In addition, you need to know the child's identification number on the birth certificate or birth certificate extract to fill out the form.

2.1.2. Procedures for issuing ordinary passports online

Procedures for issuing ordinary passports online are carried out at the Public Service portal of the Ministry of Public Security.

With just 5 simple steps, the child's parents or legal guardian can apply for an ordinary passport online for the child and receive the results by mail without having to come in person. That saves time.

Steps to issue an ordinary passport online for children under 14 years old:

Step 1. The child's parents or legal guardians create a Public Service account or log in to the Ministry of Public Security Public Service if they already have an account.

Step 2. In the search bar, type “passport”. Results returned for passport-related procedures. Select “Domestic ordinary passport issuance (done at the provincial level)”, then click the “Submit application” button.

Step 3. Select the case to submit the application: The agency handling the application is the Police of the province/city of permanent residence. The case to be resolved is the issuance of ordinary passports for children under 14 years old. Select “Agree and continue”.

Step 4. Fill in the information as requested. For first-time passports, in section B, section 12, select "First-time passports". Choose where to receive results (receive directly at the office or by post). After filling in all required information, select "Agree and continue".

Step 5. Check the information again. Submit your application if the information is completely accurate.

2.2. Submit application directly

Step 1: Prepare documents

  1. Declaration according to form TK01a for people under 14 years old
  2. 02 recent ID photos (4x6) of the child, straight face, bare head, no colored glasses, white background
  3. Copy of the child's birth certificate or birth certificate extract
  4. Certified copy of documents issued by a competent Vietnamese agency proving the legal representative for a person under 14 years old (such as ID card of father, mother or guardian, authorized person). In case the photocopy is not notarized, present the original for checking and comparison

Step 2: Submit

Parents or legal representatives of the child submit the application at the headquarters of the immigration management agency. When submitting the application, you need to present your citizen identification card or passport for verification. Immigration officers will receive documents to check the legality and content of the documents.

Step 3: Pay the fee and choose how to receive the application when completed

After completing the procedures, the applicant will have to pay the fee and choose where to receive the application when completed (at the office or by post).

  • Notes on passport applications for children under 14 years old:
    • The declaration form TK01a must be confirmed by the Chief of Police of the commune, ward, or town where the child permanently or temporarily resides that the information filled in the declaration and the photo pasted in the declaration are of one person; and the police shall stamp the photo pasted in the upper frame of the declaration. The declaration must be completed, signed, and submitted on behalf of the child by the parent or guardian (no need for the child to submit the application)
    • In case parents living abroad authorize a relative in the country to carry out procedures for issuing a passport for a child under 14 years old, written authorization is required (from the child's parents to the relative in the country). certified by Vietnamese representative agencies abroad
    • Passports issued to children are passports without an electronic chip

3. Fees for first issuance of ordinary passports for children under 14 years old

According to Circular No. 25/2021/TT-BTC dated April 7, 2021 of the Ministry of Finance, the fee for issuing an ordinary passport for the first time is 200,000 VND/passport. Therefore, children under 14 years old who get their first passport will have the same price as above.

4. Time processing

The prescribed time limit for processing documents is 08 working days from the date of receipt of valid documents. However, the actual processing time may be faster or slower depending on the number of documents being processed. Therefore, if you plan a trip with your family including young children, you need to consider submitting your application at least 30 days before the departure date to receive a passport for the trip.
