A passport is a necessary document to apply for a visa to enter other countries. Therefore, when traveling abroad, citizens must own a valid passport. The case of children and infants traveling is no exception. In this article, we are going to show readers the procedures for issuing passports to children sharing with their parents.
1. What type of passport is a child's passport
- According to Clause 2, Article 2 of Circular 73/2021/TT-BCA, there are currently 3 types of passports considered immigration documents, including:
- Diplomatic passport: red-brown cover page
- Official passport: dark green cover page
- Ordinary passport: blue cover page
Children's passports are ordinary passports issued to Vietnamese citizens under 14 years old.
2. Conditions for children to be issued a passport attached to their parent’s passport
Children under 9 years old who need to get a passport can choose to have their passport issued separately or attached to their parent's passport. Children over 9 years old must have their passports issued separately, not combined with their parent's.
3. Procedures for issuing children’s passport shared with their parents
Parents who want to have their children's passports attached to their passport can apply directly at the Immigration Office of the province/city where they permanently or temporarily reside.
3.1. In case the child’s parent doesn't have a passport yet:
In case the parent does not have a passport, a new passport can be issued to the parent to combine with the child.
- Dossiers include:
- 01 declaration form X01 of father or mother. In section 15, fill in the information and glue in the child's photo. The declaration must be confirmed and the child's photo must be stamped on by the police of the ward or commune where the child temporarily or permanently resides
- 02 standard 4×6 cm ID photos of the parent, and 02 3×4 cm ID photos of the child taken within 3 months, bare head, straight face, white background
- Original ID card of father or mother
- 01 copy of the child's birth certificate. When submitting the application, you must bring the original birth certificate for comparison
- In case of submitting the application at a temporary residence, it is necessary to provide 01 original and 01 copy of the temporary residence book
3.2. In case parents already have passports:
- In case the parents already have a passport and want to add the child to the passport, they need to do the following:
- Fill in the form X01. The commune of temporary or permanent residence confirms and stamps the child's photo
- Attach 02 3×4 cm ID photos of the child, taken no more than 3 months ago, bare head, straight face, white background
- Original ID card of father or mother
- 01 copy of the child's birth certificate. When submitting the application, you must bring the original birth certificate for comparison
- In case of submitting the application at a temporary residence, it is necessary to provide 01 original and 01 copy of the temporary residence book
4. The benefits and limitations of issuing a passport to children shared with their parents
4.1. Benefits of issuing a joint passport with parents
Issuing the child's passport together with the parent's passport helps limit the possibility of the child's passport being lost, making it easier for parents to keep the child’s passport.
4.2. Limitations of children's passports shared with their parents
- When a child shares a passport with his or her parents, the validity of the parent's passport will be 5 years instead of 10 years like a normal passport:
- If the parent's passport is valid for less than 5 years, the passport expiration date will remain the same as on the passport
- If the parent's passport is still valid for more than 5 years, the parent's passport validity will be adjusted to 5 years from the date the child's passport is added to the parent's passport
Therefore, we do not recommend issuing children's passports together with their parents' passports, because it will reduce the validity of the parents' passports.
5. Conclusion
Above is the procedure for issuing a passport for children to share with their parents. Issuing a joint passport with children brings certain benefits as well as limitations. Hope this article provides an overview and helps readers make the right choice when they need a passport for their child.
