- In particular, customers need to pay attention to the following issues when submitting documents to prepare procedures for passport making if the passport holder has difficulties in perception and behavior control, loses civil act capacity:
- The declaration of information on application for a passport according to the form must be signed by the legal representative such as the parent and certified by the police of the commune, ward or town where the passport holder permanently or temporarily resides, the image shall be stamped in accordance with the provisions of law.
- Certified photo copies of all documents issued by competent authorities of Vietnam proving that the representative is completely legal for people with difficulties in perception and behavior control, people with cognitive difficulties in accordance with the provisions of the promulgated Civil Code. If it happens that the photocopy of the image is not authenticated, it is mandatory to present the original so that it can be checked and collated.

- Children under 9 years old:

- 02 photos of children size 3×4, 02 photos of parents size 4×6, white background, face looking directly into camera, head bare, no colored glasses
- Family registration book if the customer submits the application at the place of permanent residence registration or the temporary residence book if the customer submits the application at the place of temporary residence registration.
- Copy of birth certificate or extract of birth certificate for persons under 14 years of age
- Valid identity card or citizen identity card of parents (used to present to the Immigration authorities for inspection and comparison when customers submit documents)
